Our key client is seeking a Human Resources Executive to be a key member of the HR Project Team, which is tasked with the effective design, planning and implementation of essential improvements and change initiatives to human resource management policies, systems and practices within Central, Provincial and County units across the island of Ireland. The successful candidate will get an opportunity to further develop his/her HR knowledge and skills and gain varied experience across all aspects of the HR function including legal compliance, change management, HR policy/process design and implementation, employment relations, reward and benefits, learning and development and performance management.


The position holder shall support the delivery of the following key project actions:
*Review of the findings and recommendations from the HR Review process and development of detailed Project Plan and actions.
*Ensuring compliance with all legal and health and safety obligations and requirements (including up to date employment contracts and job descriptions).
*Development and implementation of uniform Employment policies/handbook, procedures and practices for all client units (including recruitment, induction, performance management, learning and development).
*Development and delivery of Human Resource Management training for people managers (staff, voluntary officers).
*Provision of HR guidance, coaching and support to employees, managers and voluntary officers across all client units.
*Development of a Communication Strategy and implementation of improved communication processes and practices from senior management and within/between client units and sections.
*Implementation of a centralised payroll function delivering payroll services for all client units.
*Implementation of standardised HR reporting by all client units/sections.
*Development of a Human Resources Strategy and implementation of a strategic approach to HR.
*Completion of a training needs analysis and implementation of improved learning and development programme(s) and processes.
*Development and implementation of Career and Competency Framework and Employee Engagement Programme.
*Development and implementation of programmes/processes for the following: knowledge management, succession management, workforce mobility/flexibility, graduate training and talent management.
*Completion of ongoing research and review of developments in employment law and HR best practice and preparation and delivery of reports/briefings and presentations to internal and external project stakeholders.
*The Human Resources Executive shall consult with and support the HR Operations and Payroll Teams as required in respect of day to day HR and payroll functions and activities.


*Ideally Third Level Qualification (Level 7 NFQ or above) in human resources, law or related area.
*Preferred: Ideally Third Level Qualification (Level 6 NFQ or above) in Employment Law
*Preferred: Member of Chartered Institute of Personnel and Development (CIPD).
*Ideally 3 years of experience in a human resources role.
*Strong knowledge and understanding of employment law, health and safety and data protection obligations and requirements.
*Strong knowledge and understanding of best practice human resource management.
*Strong experience of developing and implementing HR policies, processes and procedures.
*Strong knowledge and experience of change management and restructuring.
*Experience of undertaking HR/legal research and analysis and delivering reports/briefings.
*Excellent Communication (written and verbal) and presentation skills.
*Excellent Influencing and relationship management skills.
*Flexible approach to work and ability to collaborate and work effectively as part of a team.
*Leadership and ability to act independently and on own initiative.
*Problem Solving and attention to detail.
*Planning and organisation skills with an ability to effectively manage multiple responsibilities and deadlines.
*Proven ability to maintain strict confidentiality and discretion.
*HR Management System and IT skills and experience.
*Experience of managing the recruitment and selection process for recruitment competitions.
*Experience of developing and delivering training courses.
*Experience of developing and implementing Career and Competency Framework.
*Experience of benchmarking and/or workforce planning and/or training needs analysis.
*Experience of developing and implementing programmes/processes for the following: o communication, induction, performance management, employee engagement and/or learning and development.
