Our key client is seeking a Human Resources Executive who shall have primary responsibility for the identification, development and implementation of an effective human resource
management system (HRMS) across all client units, which shall support and facilitate the effective administration and management of human resources and related processes throughout the full employee life-cycle (including recruitment, payroll, time and attendance, performance management, contract management, learning and development).
The successful candidate will get an opportunity to further develop his/her HR knowledge and skills and gain varied experience across all aspects of the HR function including legal compliance, change management, HR management systems and policy design and implementation, employment relations, reward and benefits, learning and development and performance management.


The position holder shall support the delivery of the following key project actions:
Primary responsibility for the identification, development and implementation of a suitable HR management system across all client units, which shall include the following:
* Review of the findings and recommendations from the HR Review process and development of detailed Project Plan and actions.
* Development and implementation of Staff Intranet for all client units and employees.
* Consult with stakeholders (HR colleagues, people managers, employees) and assess current and future human resource management policies, processes and practices.
* Identify the requirements for the organisation's planned HRMS based on assessed legal compliance and HR management needs.
* Based on the identified HRMS requirements, oversee an evaluation and selection process of potential software/system options involving the identification of different options, organisation of system demonstrations, evaluation of options against agreed criteria/requirements and final selection of HRMS.
* Plan, manage and support the implementation of the HRMS across all client units including development, testing, pilot and final implementation stages.
* Develop a communication strategy and draft and deliver change-related communications.
* Develop and deliver HRMS training (presentations, user manuals, online courses etc.) for employees, managers and other stakeholders.
* Act as liaison between system provider, client IT & HR Departments and other stakeholders to ensure effective implementation and communication of HRMS.

The position holder shall also support and contribute to key project actions as required including, but not limited to:
* Ensuring compliance by all client units with all legal and health and safety obligations and requirements (including up to date employment contracts and job descriptions).
* Development and implementation of uniform Employment policies/handbook, procedures and practices for all client units.
* Design and implementation of effective HR processes across all units (including recruitment, induction, performance management, learning and development).
* Provision of HR guidance, coaching and support to employees, managers and voluntary officers across all client units.
* Development of a Human Resources Strategy and implementation of a strategic approach to HR within client.
* Completion of ongoing research and review of developments in employment law and HR best practice and preparation and delivery of reports/briefings and presentations to internal and external project stakeholders.
* The Human Resources Executive shall consult with and support the HR Operations


* Ideally Third Level Qualification (Level 7 NFQ or above) in human resources, law or related area.
* Ideally 3 years of experience in a human resources role.
* Knowledge and understanding of employment law and data protection obligations and
* Strong knowledge and understanding of best practice human resource management policies,
processes and practices.
* Experience of the development, implementation and ongoing operation of HR management
* Strong IT and systems skills and experience.
* Experience of analysis and delivering reports/briefings.
* Excellent communication (written and verbal) and presentation skills.
* Excellent influencing and relationship management skills.
* Flexible approach to work and ability to collaborate and work effectively as part of a team.
* Leadership and ability to act independently and on own initiative.
* Problem solving and attention to detail.
* Planning and organisation skills with an ability to effectively manage multiple responsibilities and deadlines.
* Proven ability to maintain strict confidentiality and discretion.
* Experience of developing and delivering training courses
* Experience of undertaking HR/legal research.
* Experience of project management.
* Experience of change management and restructuring.
* Experience of developing and implementing salary scales and job gradings/groupings.
*Experience of benchmarking and/or workforce planning and/or training needs analysis.
*Experience of developing and implementing programmes/processes for the following: o communication, induction, performance management, employee engagement and/or learning and development.
